David Gilmour became Deputy Assistant Secretary in the Bureau of African Affairs in June 2013. Previously, he was Director of Public Diplomacy and Public Affairs for Africa. Mr. Gilmour also served as Deputy Chief of Mission at the U.S. Embassy in Panama (2008-2011), where he coordinated the work of a large interagency law enforcement team focused on the security of the Panama Canal, illicit trafficking, money laundering and counter-terrorism.

Mr. Gilmour served as Deputy Chief of Mission and Chargé d’affaires of the U.S. Embassy in Malawi (2004-2007), where he oversaw U.S. assistance programs that totaled nearly $100 million annually, including Millennium Challenge, President’s Emergency Plan for AIDS Relief (PEPFAR), Peace Corps, emergency food aid and peacekeeping programs. His other overseas assignments include Geneva, Switzerland; Sydney, Australia; San Jose, Costa Rica; Pretoria, South Africa; Douala, Cameroon; and Dakar, Senegal. Mr. Gilmour’s work on a variety of projects in the Foreign Service has taken him to over 40 countries.
