Kostelancik, Director, Office of Russian Affairs, <\/i><i><a href=\"http:\/\/www.state.gov\/p\/eur\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bureau of European and Eurasian Affairs <\/a><br \/>\n<\/i><b>Topic: <\/b><i>\u201cU.S.-Russian Relations\u201d<br \/>\n<\/i><b>Date: <\/b><i>Wednesday, October 2, 2013<br \/>\n<\/i><b>Time: <\/b><i>11:00a.m.-12:00p.m.<br \/>\n<\/i><b>Where: <\/b><i>U.S Department of State, 2201 C St. NW<\/i>. <i>East Auditorium. <\/i><\/p>\n<p>A career member of the Senior Foreign Service of the United States, <b>David Kostelancik <\/b>is the current Director of the Office of Russian Affairs in the Department of State\u2019s Bureau of European and Eurasian Affairs. In that capacity, he oversees a staff of 16 individuals who manage political, economic and bilateral issues with the Russian Federation. Prior to this assignment, Mr. Kostelancik served as Director of the Office of Europe and Asia in the Bureau of International Narcotics and Law Enforcement Affairs, coordinating law enforcement, criminal justice and counternarcotics related assistance provided by the U.S. Government throughout Europe, Central, South and East Asia. He served as Deputy and Acting Minister Counselor for Political Affairs at the U.S. Embassy in Moscow from 2008 until 2010. He also served in Moscow earlier in his career as the Special Assistant to then Ambassador Thomas Pickering. Other overseas postings include the U.S. Mission to the Organization for Security and Cooperation in Europe (OSCE) in Vienna as the Deputy Political Counselor; the U.S. Mission to NATO in Brussels; the U.S. Embassy Tirana, Albania; and the U.S. Embassy Ankara, Turkey. He has held other assignments in Washington, including the Director for Central Europe at the National Security Council and as the Deputy Director of the Office of North Central Europe in the Bureau of European and Eurasian Affairs.<\/p>\n<p>Mr. Kostelancik received Bachelors of Arts degrees from Northwestern University in both Applied Mathematics and Political Science, a Masters of Arts degree from The University of Michigan in Russian and East European Studies, and a Masters of Science degree from the National Defense University in National Security Policy.
